Parliamentary Transport Chief Secretary Bai Yam King announced today (March 5) that riders of e-scooters and e-bikes will soon have to take “mandatory theory tests”.
He believed that these tests would help ensure that all occupants of these robotic devices are aware of the current rules and codes of conduct.
While no specific date has been set, he specified that the tests will start in the middle of this year. He added that a test booklet would be released next month.
The announcement comes a year after the government first accepted recommendations on the use of e-scooters from the Advisory Committee on Active Mobility (AMAP).
The committee had already suggested this E-scooter riders must be at least 16 years old and pass the theory test first Before they are allowed to ride in public places.
However, people under 16 years old need adult supervision if they wish to ride.
Additionally, Mr. Bay announced that all bicycles used on public lanes and roads will also be required to have at least one hand brake operating, effective September 2021.

So far, PMD accidents on pedestrian walkways have decreased by about 80 percent between 2019 and 2020.
There were 30 such incidents in 2020, compared to 144 the previous year.
Going forward, the authorities will ramp up education efforts. A new campaign will be launched in May to raise awareness about how to share tracks in a safe and dignified manner.
There are also plans to update the Safe Driving program, which began in 2018, in the second quarter of this year to make it more interactive.
