However, the Means Committee voted to amend the legislation to include non-citizens who pay income taxes. The Latino Legislative Rally in Maryland pushed for the change and garnered the support of the black legislature, and hours before the vote, a senior Hogan aide told the head of the black assembly that expanding eligibility for aid could jeopardize the legislation.
