Although the richer countries have been hit hardest this summer, it is often the poorest countries that suffer the most. In southern Madagascar, drought linked to climate change threatens to push half a million people into starvation, even though few own cars. “These people have not contributed to climate change,” Lola Castro, the World Food Program’s regional director for South Africa, told Today’s WorldView in June of those most affected. (Despite numerous public calls for help, experts on the ground say the situation in Madagascar remains dire.)
